2022 Applications

2022 CDBG Applications:

The following applications were received in response to a Notice of Funding Availability for 2022 Community Development Block Grant (CDBG) funds. Applications are separated into the Public Service and Development categories because federal law caps the amount of Community Development Block Grant funding that can be spent on Public Service projects at 15% of the City's total allocation. The CDBG Advisory Board reviews non-CEDO applications during February, and March of 2022.

Independence Place
The Independence Place project provides quality, stable affordable housing within the context ofa supportive community for up to 7 individuals coming out of homelessness who are participants in ANEW Place’s Chart ANEW Path transitional housing program who have maintained sustainable income, received budget coaching, taken renter classes, and paid $2,000 into a rental emergency fund. Through this partnership with ANEW Place, Cathedral Square, and Burlington Housing Authority (BHA), Independence Place residents will receive one year of aftercare and priority in receiving Housing Choice vouchers giving them the ability to retain long-term independent housing.

ECHO
ECHO Early Learning
A free, caregiver-child(birth-5) enrichment program, training caregivers and supporting healthy development and school readiness for early learners outside the formal care system, from diverse, low-resource, andNew American households. ECHO educators weekly serve 90+ children and 70+ caregivers at ECHO and at the Janet S. Munt Family Room.

CVOEO Volunteer Income Tax Assistance (VITA)
The VITA program serves households that earn $58,000 or less and that need help navigating the U.S. tax system. In partnership with community organizations and academic institutions, IRS-certified volunteers provide free tax preparation and electronic filing services for low-to-moderate income (LMI) Vermonters, elderly taxpayers, military personnel and their families.

Early Childhood Education Program
Lund’s Early Childhood Education Program (LECP) is a five STAR, high-quality and trauma informed program, creating sustainable change for some of Vermont’s most vulnerable children and families. LECP focuses on supports for the entire family by building on family strengths and assisting them in their development of family Protective Factors.

YouthBuild
ReSOURCE YouthBuild is an alternative youth training program benefiting low-extremely low-income Burlington residents. Participants demonstrate vocational mastery, earn their high school diploma, complete Personal and Professional Development training, and through their construction work, at-risk youth are trained in trade fields providing livable wages and increased demand for skilled workers while completing community service and service learning projects benefiting their community.

Expanding Housing First Services in Chitt. County
The Pathways Vermont Housing First Program provides permanent housing placement along with intensive community-based services to individuals with histories of homelessness and institutionalization, most of whom are living with disabling conditions. The program utilizes local housing stock in order to facilitate community re-integration.

Steps Safe Tonight
This project will use CDBG funds to provide emergency housing and support services to adults and children fleeing domestic violence. While in emergency housing, people experiencing domestic violence can work with our advocates to secure safe, permanent housing, increase self-sufficiency and establish economic independence.

It provides business and professional development support and training in ways that meet participants’ unique needs and removes barriers to their success.

Champlain Housing Trust 
Veteran's Service Center
CHT is collaborating with VFW Post 782 to redevelop the VFW's property at 176 South Winooski Ave, Burlington, Vermont into a more effective nonprofit veteran service center. The proposed new building includes two floors that would be occupied by the VFW, space for another non-profit serving low-income residents, a community "ghost" kitchen and 30 affordable apartments on the upper floors.

CVOEO’s MBDP helps LMI Burlington residents start, sustain, and expand micro businesses. Participants have access to coaching, classes, and technical assistance for topics including product development, business plans, budgeting, credit, marketing, pricing, taxes, bookkeeping, applying for funding, and expansion.
