2023 CDBG Applications:

The following applications were received in response to a Notice of Funding Availability for 2023 Community Development Block Grant (CDBG) funds. Applications are separated into the Public Service and Development categories because federal law caps the amount of Community Development Block Grant funding that can be spent on Public Service projects at 15% of the City's total allocation. The CDBG Advisory Board reviews non-CEDO applications during February, and March of 2023.

Outreach Program 

Utilizes a mentorship model to connect adventure learning and vocational opportunities to youth facing various adversities, with the goal of fostering consistent fostering engagement in school. The program supports youth and families and works in partnership with the student's school team to enable students develop the social-emotional skills needed to restore healthy functioning to their days and establish quality relationships with trusted adults.

Vermont Adult Learning Fostering Connection: Digital LIteracy Program
Providing access to technology and support in using it to at least 100 unique low-income ONE residents and instruction in digital literacy to at least 50 low-income ONE residents, to prepare them to gain and/or advance in employment and/or education and advocate for themselves and their families.

Pathways Vermont Housing First Services in Chittenden County

Provides permanent housing placement along with intensive community-based services to individuals with histories of homelessness and institutionalization, most of whom are living with disabling conditions. The program utilizes local housing stock in order to facilitate community reintegration.

Construction Trades Trainings are designed to equip individuals with the skills and credentials necessary for entry level job readiness in carpentry, construction, and related technical trades. Training focuses on transferable skills, trade skills, and careers in the construction industry, and is designed to provide participants access to the instruction and resources needed to become skilled tradespersons.

Vermonters for Criminal Justice Reform (VCJR) Re-Entry and Recovery Center with Contingency Management  A new specialized re-entry and recovery center for justice-involved people living with substance use disorders and co-occurring mental health disorders. Key services include case management, re-entry services (for individuals returning to the community after a period of incarceration), professional and peer recovery support, parenting support, basic needs assistance (food, housing, employment, transportation), and overdose prevention using an evidence-based drug treatment called contingency management.  $157,836 $20,000
Steps To End Domestic Violence Safe Tonight Provide emergency housing and support services to adults and children fleeing domestic violence. While in emergency housing, people experiencing domestic violence have access to our advocates who can assist with finding and securing safe, permanent housing, increase self-sufficiency and establish economic independence. $67,336 $22,500
CVOEO Volunteer Income Tax Assistance (VITA) The VITA program serves households that earn $60,000 or less and that need help navigating the U.S. tax system. In partnership with community organizations and academic institutions, IRS-certified volunteers provide free tax preparation and electronic filing services for low-to-moderate income (LMI) Vermonters, elderly taxpayers, military personnel and their families.  $15,000 $12,500
