Mayor Emma Mulvaney-Stanak Announces Appointment of Jessica Brown, Esq. as Next Burlington City Attorney

Mayor Emma Mulvaney-Stanak Announces Appointment  

of Jessica Brown, Esq. as Burlington City Attorney 

 

Burlington, Vt – Today, Burlington Mayor Emma Mulvaney-Stanak announced the appointment of Jessica Brown, Esq as Burlington’s next City Attorney. Brown most recently served as the Director of the Center for Justice Reform at Vermont Law and Graduate School, where she is a Professor of Criminal Law and Constitutional Criminal Procedure.  

“I am proud to appoint Jessica Brown to serve as Burlington’s next City Attorney.” said Mayor Mulvaney-Stanak. “Jessica is eminently qualified, and will bring sound and supportive leadership, a strong willingness to collaborate, and a deep commitment to equity and justice to the role of City Attorney.”  

“I am truly honored and humbled to be considered for appointment as the Burlington City Attorney because I fully understand the enormous responsibility of the position.” said Jessica Brown. “Building relationships, collaborating when possible, and establishing trust through hard work and integrity are values that have served me well throughout my career. Burlington is full of devoted elected officials and city employees, and I look forward to working with them.” 

Brown’s Professional Background 

  • Jessica earned her Bachelor of Arts in African and African-American Studies/Sociology from Carleton College in June 1991.  

  • Jessica earned her law degree from Georgetown University in May 1996. While there, she was a Public Interest Law Scholar and taught in the University’s Street Law Clinic. 

  • Jessica has a twenty-year legal career that includes trial work, appellate work, attorney supervision, and most recently, teaching as Assistant Professor of Law and leading Vermont Law and Graduate School’s Center for Justice Reform. 

  • Jessica has conducted a multitude of trainings and media interviews related to her work and legal experience. 

If confirmed, Brown will be the first Black woman to serve as Burlington’s City Attorney.  

The Mayor will ask the City Council to confirm the appointment of Jessica Brown at the next City Council meeting on Monday, July 15. Once confirmed, Brown will begin work on August 19. Interim City Attorney Joe McNeil will continue serving the City through August 19.
